Elena Lukyanova has extensive experience in management positions in the financial sector since 1994.
She held the post of Head of the Financial Analysis, Control and Reporting Division of the VTB Capital Financial Department.
Since 2012, in the position of First Deputy CEO / Financial Director, together with the team of the Northern Capital Highway, LLC she has been implementing the Agreement on the creation and operation of the Western High-Speed Diameter highway, which was implemented on the basis of PPP, concluded with St. Petersburg and JSC WHSD.
Currently, Elena Lukyanova holds the post of the Highway Operator Nord-West, LLC CEO, which operates the 7th and 8th sections of the M-11 motorway.
